They could have add the map to FH4 and FH5 to use FH4 and FH5 cars and music. But doesn't matter now. Barely anyone will able to buy it.

That means Microsoft no longer sell it.

You CAN still buy it, contrary to the above post, but only from 3rd party key sellers.

However those keys are for the Microsoft Store version. It will never be sold on Steam.
