If you are in a season that allows blueberries, it may still take a few days for them to (re)grow in. One of the tooltips mentions that 'plants grow at their own pace.'
The sickle is entirely unrelated to the quest. You should get a sickle anyways since harvesting/gathering anything with it increases the quality of the item and gives a chance to harvest seeds. It's not a waste of amber.
Whoever mentioned chopping down bushes with the sickle was wrong. That's not how the sickle works. You use the sickle directly on the item on the ground just as if you were directly picking it up.
