How to use the tab tool wheel?

I have all tools and the places in the tab tool wheel are all closed. How can I put my tools into the wheel?

Just store the Ring tools in storage; they'll show up in the Tool Ring.
Personally, I use a Bookcase with 4 slots for Camera, Soul Sounder, Build Tool and House Key (5th is for a Tzoru if Abrill rents one from Tulok to ride) where they won't be accidentally deleted if and when I trim surplus from Storage Chests.
