The Price of Authority quest trigger bugged?

I am trying to get the Tears of ishu and i can see there is a quest named called the above. does anyone have any info on how to get it to trigger? i have the note of Zhrets Blagomir saying there's more under the tree but i cant interact with anything around it.

help would be appreciated!

I just stumbled upon it by accident.

Spoilers: I have 2 so Far. I just stumbled across one in the Desert behind a Cursed Metal Door Up a Stream that flows to a pool There are two Spiritwood Stumps near by if that helps. I used a potion to open the door and had an Anti Deamon Amulet to get past the Purple Barrier, Opened the Chest and it started. Found another one I think up Near the ?Quarry? area. Haven't really been looking for others, but I assume they will be similar to get through.

Thanks man, yeah I have done all of this. Have 5/6 years and still haven’t had the quest proc. I don’t know if it’s a bug or if I’m missing something

wiki says it triggers after opening the west swamp warded gate and finding the note inside but it hasnt triggered for me either

I actually just found that after my last post. And I have the Quest. I hope we are ALL talking about the same note. Mine was from a Witch called....I forget.

It was in a Gate warded Cave near the sunken town, I want to say Counter Clockwise from its sea side around the edge in the cliffs (you can swim to it). Its the place were you get some antlers

Yeah this is the one. I have that note but no quest has triggered. Sounds like it might be a bug.

Same here! i feel like i have tried everything. dropping them and picking them up again etc. i was hoping it would just proc once i had got all the other but nope.

if you drop it and let it despawn, i dont even know if it can be picked up again. trying to test it on another note i dont need but doesnt seem to work

Stupid question but I have to ask. You are reading the notes right? I know after I had to talk to the Desert Hermit Omar.

Omar gives me nothing, even tried bumping up his relationship loads encase it was that

Omar has to do with Witch Tullie and the Events at Ottertown. He should get dialogue from the Witches note in the Metel Cursed Cave, then more once you progress that quest line to near conclusion.

Definately points to buggy if you are not getting that.

Also I wonder if there is an underlying quest that ties all together (Since there are 3 witch People questlines (Dhalia, Tulli, ?Roghost?) going alongside the main quest. All interweaving.
