Even on my laptop with the specs below, I turned down a few settings so I could max everything else out. I turned down graphic settings like shadows, motion blur, chromatic aberration and screen space reflections.

Installed RAM : 32.0 GB (31.8 GB usable)
System Type : 64-bit operating system, x64-based processor
Lower graphic settings if need be. Start with everything low or off. Then work to adjust your settings one by one to see how much it can handle.
Even messing with Direct X and Window settings can make a huge difference.
Direct X 11 or Direct X 12. Changing DX settings requires a full game restart.
( Mine runs better on Direct X 11. Yours maybe different. )
Windows Setting : Whether it's set to Fullscreen / Windowed Fullscreen / Windowed.

Just make sure everything is updated. That being Windows, Latest Graphics Card Driver, Network Adapter Driver, Direct X, .Net Framework and Visual C++ Redistributable.
