The way they set it the into the fire bundle, you still have to pay for items you purchased.
The way they set the ultimate bundle is different. That one adjusts for items you purchased.

Save negative means costs more. You can think of it like a double negative, ie. You are not not spending more. You can also think of it as: You are not (negative) saving money.
Also, you can generally tell which type of bundle it is by how the bundle looks. If the bundle looks like a game purchase icon, that means it is the type that ignores purchased items. If the bundle looks like a collection of items in a box, then that is the type that considers in purchased items.
Yes this is a game from 2007 so they haven't figured out why this is alienating yet no pun intended.
