What enemies technically count towards "Elite" enemies?

Is it just like the enemies with Orange health bars? The super heavy synths, Praetorian, Warriors and Crushers?

Or is it anything that is basically not a Runner/Working Joe/Synth Soldier?

Elite Synths:
- Mil Minigun Synth
- Mil Flamer Synth

Elite Xenos:
- Crusher
- Praetorian
- Radioactive Spitter
- Warrior

If it shows up Red/Orange then it’s Elite.
