Report a translation problem
Open start menu : in the search box type "run" hit OK/enter to open it.
Paste this in : %LOCALAPPDATA%\Endeavor\Saved\SaveGames
Hit OK again, Delete the files inside.
Don't forget to back up the saves in case you want to revert.
I have the game installed. The main menu shows no option to "start new campaign" only "Continue".
I followed your instructions, above. Windows Explorer says "not found".
I tried looking inside the Aliens game folder. NOTHING is named ".sav"
That is the correct location, it's in C:\users\YOURLOGIN etc.
Also, if you have Steam Cloud saves enabled, it will restore the deleted saves just as you load the game. Turn off Steam Cloud saves in properties of the game first, don't forget to turn it back on again later.

I've tried deleting both the game, and steam. Reinstalled. Started the game in both Offline and Online mode. No option available to "start new game" only "continue".
Why would the developers do this?

Within that sentence, what is the exact thing the word "that" is referring to?
My game shows it being in: D:\Program Files (x86)\Steam\steamapps\common
Searching inside that area, NOTHING is labeled ".sav"
I cannot find anything named "Steam cloud saves". I did find an option to turn off "steam cloud synchronization". Turning this off made no difference.
I also dont understand the "tested pretorian methods" thing you posted.....you have to understand LOTS of people have close to ZERO knowledge about games and about computers. Speak to me as you would a retarded four year old, assume I know NOTHING. Thank you.
Many games use this method of one location for installs and the user's documents location for local files, though as others have mentioned, cloud saves and cloud restoration/syncing is also used.
Don't be too harsh on yourself, it's not easy until you've done it a time or two. Stormtempter is absolutely correct.
I used Praetorian's method and pasted "%LOCALAPPDATA%\Endeavor\Saved\SaveGames" into Windows Key-R (run, you can also use File Explorer and paste it in there) , which opens whatever location your user profile is.
Under Windows 10 the default is what I wrote:
in \Local\Endeavor\Saved\SaveGames is a folder with a very long name. This is very likely your steamid number (so there can be multiple saves if more than one person uses the computer) and in this folder is all the save files. You can delete these to reset the entire game progress which is what I demonstrated in pic - after 260 hours of playing AFE I was back to "Start Game" with no continue option.
You also need to open properties of AFE in Steam Library, and in General tab untick the box labelled "Keep games saves in the Steam Cloud for Aliens: Fireteam Elite" this stops Steam from restoring your deleted saves. What you're doing is removing the protection feature of Steam that would allow you to not only play on from your saved position from any computer in the world, but restore your failed computer/Steam install to working order.
HOWEVER, please read my reply to your first post, I really feel that deleting your saves is not a good option here.
You'd just have to re-earn and re-buy and re-unlock any mods you may have gotten up to this point, and would have to rediscover intel, thats all a clean slate install would net you. If thats what you are wanting, I'm not going to stop you or anything, just want to make sure you know what all you can do and not do in each situation.
