Staff vs Scepters

I wanted to test out staff vs scepters and noticed that staff does not seem to benefit from the Zodiac Plague 2H nodes in tier 8. From what I've seen, staff provides much higher damage and is great on builds that can't benefit off cast speed or crit, like toxic flame, but if you can't benefit from tier 8 traits, I think it'd fall off rather hard compared to scepter.

I like dual wielding scepters more compared to a 2-hand staff for range magic builds since you get more damage output and can put more stats on your build compared to 1 single staff. Staffs are probably the better choice for summon builds.
