It's the same question like why were FPS games always limited to 64 players? They were only that way until modders came in to change it.
If - at a later time - they implement another fireteam, these can communicate via radio to each other, while the teammembers coordinate by voice and gestures.
Would love to experience that, was amazing in ArmA.
If you can EASILY and RAPIDLY id people on the spot, including who is talking and have radio channels for squad leads it's isn't that hard to manage.
At the moment it's like hey you in front of me and 3 people turn around. Names don't appear when you bring up the HUD either.
