1. If there is a tunnel-network opening, I believe that will spit out enemies (slowly) without any limit.
2. Depending on the map, new enemy waves will spawn in as part of mission triggers. You are guaranteed for new enemy spawns:
a. after clearing the second flag in Manor,
b. after kicking the final mortar in Amusement Park,
c. after the tank crosses the 50% and 75% (and maybe 10%) thresholds on the way to the end
d. after pulling the flag (or crossing the perimeter on FUBAR) when playing Central Park,
e. after each sniper dies in Helicopter
3. Enemies WILL reoccupy cleared houses, so just because it was once empty doesn't mean that it will remain empty. Minimizing the opening of external doors and gates may reduce the rate at which enemies will reoccupy.
On a final note, enemies don't always stay in the house where they spawned, so even if no additional enemies are spawning, you will still likely encounter enemies in previously cleared houses. Basically, there really is no such thing as a 'cleared' house.
sniper at the rooftop
mortars to be neutralized
whistle event, with enemy storming your current position
IED that prevents AVV moving forward.
Once one of this 4 sidemissions happens, you can ignore everything else on the map and assault manor house.
