Not to mention at this point in time it was doctrine to frag a room before entering. It was also assumed that anyone left in the city after the evacuation notice would be an insurgent who was there to kill them so most Marines would opt for the lethal option anyways even if they had flashbangs. Nowadays you "can't" frag a room unless you know there are enemies and no civvies inside.

We didn't even have flashbangs at all; what do you think the Marine Corps is, the Army!? Our budget was so low that I didn't even have doors on my Humvee going into country; we just sat sideways so that our SAPIs were outboard and sandbagged the floor for IEDs.

I always thought flashbangs were limited to SWAT teams and military SF. You don't play as any of those in this game.

USMC was and still is one of the lowest funded branches of the military. They make do with pretty outdated guns, even today.
