Report a translation problem
1. Close all menus, then open the build section.
2. Then click on the water pump you want to upgrade.
3. The upgrade button now works.
Sadly, for the next pump, you have to start over at step 1.
Definitely a bug.
I click on a non upgraded water pump after researching the upgrade. Don't remember if I did it on the same day or not.
All the buttons appear but clicking on "Upgrade" does nothing.
As I found, when it's working another dialogue pops up asking for confirmation and giving the upgrade cost. This didn't pop up. I believe the "Upgrade" button did however highlight when you moved the mouse over or onto it.
Additionally it would bring up the water heat map when I backed out of the water pump menu. So maybe it's triggering that somewhere in the background which then blocks the upgrade.
1. Build a water pump.
2. With no other menu open, click on the water pump.
3. It shows the water radius/heat map view and the buttons for the pump.
4. Mousing over the "Upgrade" button will highlight it but clicking it does nothing. (Incidentally the build menu can also not be opened at this time)
My workaround from above still works. If you open the build menu first then clicking on the already built water pump will not bring up the heat map view and the buttons do what they're supposed to.
That should hopefully be enough to figure it out :)
P.S.: The Utilities button for the water pump seems to have the same issue. I can confirm it for the upgraded pump and a player above stated it for the not upgraded one. It seems to affect the whole area of at least the bottom left corner of the screen.
Honestly this seems really odd but I have no idea how your systems work :D
