Due to a glitch, I can't complete 100% of the hidden packages

I have been following this guide to make it 100% hidden packages. However, in my game the one that should be located in the dam does not appear, at minute 47:50:

I would like to ask if there are any mods, patches or tricks to at least try to get this latest package that refuses to appear in my game.

Also, ask if anyone else has experienced something similar.

I've rechecked the packages I've picked up and realized that the package I was missing was actually another one; the one at 46:00: https://youtu.be/2l8YGXM0TiU?t=2760
I thought it was missing I had inadvertently picked it up during the endgame chaos.

So, I have been able to complete the sequence. And I'm relieved to know that the game doesn't have any glitches.

I appreciate the generosity of your proposal.

With that being said, I look forward to playing Vice City again; I only need 1 unique jump to have the 36 jumps of 100%. But, there are some jumps that never enable the achievement even if I try. Because of this, I'll be back to try other jumps according to guides to see if any of these are the ones I was missing.

This for me is showing the bridge stunt jump Portland end as incomplete despite it registering as complete in stats (7/21).
I really hope it's registering as complete and is just an app glitch.
