But without getting fancy with it, you can easily run 2 players by having one controller and one use keyboard (I know, far from optimal.)
The conflicting reports are because people are having trouble getting their 4 separate controllers established. Unlike console, it's not a simple as plugging it in, in part because few computers have dedicated Controller USB slots the way a Console would. Those USB slots can be used for anything and you could plug controllers in a variety of combinations... especially if you have a USB splitter. So you have to go into your Big Picture mode and activate each controller to ensure it's being detected properly.
If you are playing this on laptop and don't have enough USB slots, you can get a USB splitter, as I mentioned earlier. Back in the day, my friend used to run the Arcade Club at the community college. We started off as unofficial and were running the games off his laptop. We focused on Fighters and Brawlers... for most fight games it was just 1 v. 1... but some of the brawlers let us play with 3 or 4 people at once. We were using an emulator at that time, so you had to set each controller up in that... but once it was set, you could forget it. You just plugged in and everything lined up after that. Once the club became official, we were able to borrow T.V.'s from the library and bring in consoles... That didn't last long though. The never let us use a room for the club because some teachers objected. So we were always in the lobby/hallway. This inevitably resulted in our club being more popular than actually attending class... even on exam days. We were forced back underground, but at that point, people were willing to bring in their own CRT TV's and Consoles to play in the lobby anyway. Hard to believe the idea for that club started with two guys playing Advance Wars 2 in the lobby of a community college.
Anyway... you might check out the Steam Subforums related to hardware configuration to get better answers to your questions about using 4 controllers on the same computer.
