Once only Salazar and his two flunkies are left, create a trail of tied up bodies up the stairs to the right of salazar (If you're looking at him from the ship). The left guard has his viewcone go over the stairs, make your trail lead away from where Salazar is normally.
Go back to the ship and bring the statue as close as you can without getting seen (You can duck on the left side to get it there, just drop it before being seen).
Then, go back to your trail of bodies..., capture a memory. Pick one body and throw it down the stairs. The guard will see it, then move to investigate. When he rings the alarm Salazar will follow up, they'll untie him.... and see the next body upstairs, untie him... and see the next one, all the while moving away.
While all that is happening, take the statue and bring it as far as you can, as long as you cross the wooden fence leading to the last leg, you'll be nearly home free. Just need to drop it there and get rid of the last few guards.
There's RNG there too, but that actually ended up working for me whereas just doing alarms didn't do much for my case.
It's a stealth game after all, where imo it should be possible to get by without anyone being detected or any alarms raised, i.e. a perfect result.
Thus, I went mad searching for a way without an alarm. I always considered an alarm as a failure in any other mission before Yuki. But here, I am convinced it is technically impossible to get the badge without an alarm.
Sadly stealing the key from Salazar without attacking him was another case which I found only possible by sacrificing a member into an alarm and I did not like it.
Unless you mean a further mission... the Iron Bay one involving Salazar is a night mission and I lifted the key off him with Yuki without attacking him, you can pretty much remove all surrounding guards except the one he talks to. Pretty sure I got that one on Cursed since the in-game dialog talks about him reviving if killed, so I figured not touching him was that way to go.
Yeaaah.... I tried to do that too and it wasn't a go.
No killing/no water touching is easy with Gaelle & Zagan.
Zagan's Catatonic Grip does not count as attacking, so you can still empty the map if you exclusively do it with him. Just shoot him on the pier on the left side with Gaelle and make sure not to touch any water as you go around the map picking everyone off one by one (I used the secret char instead of Gaelle and had him use Suleidy's wandering dust to push away Salazar's two flunkies so Zagan could get them).
I would be interested in how the devs intended the badge to be accomplished. They have to make sure they are possible so they have to have come up with at least one way. ^^
My last ditch hypothesis after Zagan was to try Pinkus possession. Carrying the statue is not flagged as an hostile action, and you can safely exit a guard by having Pinkus stand around a custodes that you kill (Past missions with 'no attacks' seemed to have trigger on exiting the body, not doing the initial possession).
So... possess a guard that is able to carry the statue from as far as you can naturally bring it using distractions for the initial acolyte/commissar on the left *and* be able to reach the custodes.
Since Zagan worked, I didn't have to try it --- but throwing it out there.
