The correct play style for Toya should be like this.
Drop takashiro anywhere at mission start. Use bird's voice to lure enemy to somewhere out of other enemies's sight. Then just teleport right after that (safe lure) then teleport back (kill). He can kill all lower rank soldiers by himself with little effort after upgrade. Don't recommend dropping takashiro more than once without thinking or on enemies.
Toya will never get caught because he is the only character who can get out of viewcone immediately after being spotted. That is provided that you place the takashiro previously. Also the reason to place takashiro at mission start and best not messing with it anymore.
Third teammate I recommend are john and Teresa. John is op without explanation. Toya/Suleidy/John can go everywhere without limitation because all 3 can swim and climb, and most importantly both 3 characters can stay hidden at the same time at everywhere. Teresa is very good at long range blind and kill if necessary.
Kind of funny that the two earliest characters end up best characters in end game. Afia is the worst character in my opinion.
As you pointed out, they can't match Suleidy at personally killing and hiding but they still bring other meaningful utility to the table. Suleidy can notably buffer hiding by throwing bushes on enemies being killed by allies or place bushes on patrol routes to hide as soon as the kill animation finishes.
Quentin is more of a support, making other crewmates better. He and Gaelle are probably the best characters to take when you're doing challenges that don't allow you to use ladders or ivies. Cleaning up bodies with Quentin won't even count as kills when you do it on unconscious or tied up guards (yes he can fish up unconscious, non-tied up guards, which is why he combos so well with Gaelle.)
Toya's teleport skill is not just for trapping and killing guards, it is also a massively effective escape tool.Put it down, kill a guard somewhere decently away, teleport out - evn if they find the body, they won't find Toya. His upgrade makes this hilarious - kill a guard somewhere, teleport out, guard goes to investigate... Teleport kill, teleport out, a guard goes to investigate... Etc. You should use him when you want to, and personally, I've never had the problem where I thought one single character was too OP.
I think Quentin is really strong after his upgrade. You can chain his two distractions forever withe the fishing rod.
I think these chars are balanced, everyone is op, so noone really is.
