On the warp, it's been mentioned above, it's neither faster or slower than other slow kills. It's only issue is that it sometimes triggers with no targets, usually when I warp him back to a bush after using his distraction.
I just take it as Toya not being able to hold back his need to show off.
Personally, I think Toya is the worst character in the game because other characters can do what he does a lot better; Katashiro's placement is incredibly limited, and the Shadowstep Attack takes too long. Bird Call is handy, but Gaëlle's Firecrackers outclasses it with her Vigor Upgrade. It's a shame because his design is amazing.

If anyone deserves worst character, it would be Afia. Blink is more like flashy than truly useful. Time freeze has short range. Grand blink is very useful but only one use per game meaning you better train yourself not to rely on it. Afia is completely replaceable by any characters.
I'm with you on Afia feeling underwhelming. Her time stop doesn't last long enough compared to some of the other utility options, her basic melee takes too long, and she can't drag bodies effectively. The teleport is decent, but when everyone else has an ability to turn people around or kill better at range, it feels sort of situational.
