Toya
I think his teleport kill animation of 7 cuts just takes too long compared to everyone else's kill duration with anything and the cook-related references could be toned down, because this is just obnoxious. He references EVERYTHING to it (with the sole exception when carrying someone). For that many references he delivers almost no cooking and has no skills related to it.

Within that same logic none of the crewmembers really 'do' jobs they have the title to with like. 3 exceptions maybe. He does do cooking, it's just not relevant to what you're doing at that moment. His teleport kill taking long is a balance as he has no range limitation on the teleport. Killing people is definitely not the only thing it can be used for. Ever tried putting the shadow tag somewhere safe, killing someone with Toya's regular melee (which is one of the faster kills) and the just teleporting away before guards can shoot him? The idea behind it able to kill is that it doesn't need him to run up to the position and potentially bypassing a lot of sightlines.

Imo this long kill animation discourages using this ability regularly and turns Toya into a dull melee attacker.

You are playing Toya wrong. Toya is freaking op after upgrade. Drop takashiro anywhere at mission start. Use bird's voice to lure enemy to somewhere alone. Then just teleport right after bird's voice (safe lure) then teleport back (kill). He can kill all lower rank soldiers by himself with little effort because his upgrade is just too good.

You could teleport him and then use melee attack to cut off the animation :) just like when Afia wants a long-range silent kill.
I think his cut's related to cooking... he has the fastest cut. With the help of a smoke round, he could remove a guard under dotted view area of a judge.

his teleport kill is 5 sec, as any of the slow melee kills. and apart from that its a great movement ability. im using the same strat as louis with great success and have probably killed an equal or greater amount of guards with his teleport than with his melee.

edit: i looked it up in the statistics and i have 114+8=122 melee uses and 248+10=258 teleport uses.

To add to that - The teleport's cooldown finishes before the teleport kill does. This means that once upgraded he can teleport kill and teleport away afterwards right away.

I am also very convinced that Toya is a walking Shadow Tactics reference.

Has to be, for the choice between him and Suleidy (Really a design decision for the player to pick a second fast melee/high movement char), I picked Toya just for that XD

On the warp, it's been mentioned above, it's neither faster or slower than other slow kills. It's only issue is that it sometimes triggers with no targets, usually when I warp him back to a bush after using his distraction.

I just take it as Toya not being able to hold back his need to show off.

Shadowstep true power lies in teleporting to reposition; the attack portion is just to be flashy. He can set a lot of safe ambushes with it by teleporting and using a regular melee kill (which takes half the duration of Shadowstep Attack).

Personally, I think Toya is the worst character in the game because other characters can do what he does a lot better; Katashiro's placement is incredibly limited, and the Shadowstep Attack takes too long. Bird Call is handy, but Gaëlle's Firecrackers outclasses it with her Vigor Upgrade. It's a shame because his design is amazing.

And he is. Toya of Iga, same Ninja Clan as Hayato. And also has the Bird Call like Yuki.

He also uses the same weapon as Hayato and shares a couple of quotes with him.

Read my comment. Toya is definitely not the worst character, instead he's one of the best. There’s no need to drop katashiro more than once if you play it right.

If anyone deserves worst character, it would be Afia. Blink is more like flashy than truly useful. Time freeze has short range. Grand blink is very useful but only one use per game meaning you better train yourself not to rely on it. Afia is completely replaceable by any characters.

Teleport icon shows up on enemies head if kill is available. If not, it's wrap. I never trigger kill when there's no target. I think the kill animation triggers if there are bodies still not dissolved completely in the bash. Probably a bug.

I'm with you on Afia feeling underwhelming. Her time stop doesn't last long enough compared to some of the other utility options, her basic melee takes too long, and she can't drag bodies effectively. The teleport is decent, but when everyone else has an ability to turn people around or kill better at range, it feels sort of situational.

Toya is one of the most OP characters. His teleport skill is amazing. The long kill animation is a perfect balance, or else it'll just make him even more OP.
as Virgilio, I use him as John and Toya the most, then Suleidy for the bushes. His Bird call is larger than Gaelle's firecracker, the bird-call & blink tactic is hard to match. If Toya's kill was as fast as his melee, it would be ridiculous...

He is cutting surgically like preparing Takifugu, if you cut a puffer fish wrong, you die.
