This is quite strange, I haven't had something like this happen to me yet. Are you sure the cafe is open? Because that's the first thing that comes to my mind. Try clicking on opening the cafe again, please.
Yes, I am positive the cafe was open. After going for another couple of days and still getting zero customers I ended up just restarting the mission and then everything worked fine that time around.
EDIT: Even quitting the game and going back in doesn't help and I'd rather not restart the mission since it doesn't appear to be possible to save your recipes and I'd have to make all the custom drinks that worked well, from scratch again.

This is in campaign mode same as original poster and on the same mission which is why I said the same thing is occurring for me. I do not have carpets because the building doesn't have carpets and I didn't change the floors or the walls. I've also closed and opened the shop again, and still nothing. I didn't order any disposable cups, but that shouldn't matter since you start with 50 cups for that mission.

So far, neither reloading the save, exiting the game and coming back and reloading the save resolve the issue. I'd rather not restart the mission since it doesn't appear to be possible to save your recipes and I'd have to make all the custom drinks from scratch... but if I must, so be it.
Indeed, the reason may be that you are doing something out of sequence according to the tutorial. Our idea is that the player first goes through the tutorial (which gets shorter and shorter with each successive mission), and then has more freedom to complete the mission objectives.
We also tried to secure a lot of actions that don't follow exactly what happens in the tutorial - but it's hard for us to predict every case.
I agree that this might be what is going on. I redid the mission only this time I didn't do anything other than what the tutorial told me to do and that worked. I kept the save of the one that is bugged in case there was a way to send it to you and if you were interested in seeing it.
The thing is, the dialogue (and the availability of some options while others are blocked out) imply that the player can do other things in addition to the tutorial's direction. For instance, for this mission of the campaign in Paris (#4/10 I believe), Kim ends by saying something like, "You may want to open your shop if you haven't already." implying that the player can in fact open the shop before the tutorial's conclusion there even though they can't/shouldn't. There's even a part during the tutorial (I believe it is after she has you set up the jukebox) she says something like "But don't forget about the basics like hiring baristas, setting the menu, etc) like the player can and should do those things before ending the tutorial... which you can in fact do, but now it's possible that doing this could be breaking the game.
