Stuttering

i tried dx11 and dx12 and tried some engine ini edits but I am still getting 1% lows of 14fps even when not moving around every 5-10 seconds

I have a 7700x 16gb ddr5 ram and a 4090


I dont have issues in any other game besides games with known problems
