and V does seem pretty useless, but it seems to be working, the units are there just not visible, same as regular when they're too far above your current tier to see. It adds 1 individual tier of unit for each level, level 1 would have another copy of ghoul/leviathan ect, its just that demons are really the only faction where they would even be seen, let alone useful. I can see and buy a few tiers worth of demons, they're past your second lilith, just loop around again and for some reason look exactly the same as regular doppelgangers (i wish they were green or something), and i can SEE one ghoul for undead, but its leagues away from being able to afford it.
mechanically, its pretty useless unless you're in the unlikely event where you're stuck at the top of one of the factions. Realistically, its just useless in general. The only reason im this far along in world 1 is because i dont want to bother with golden gates, and even then its still a useless contract
