you have to go on AppData/Local/Harvest and Delete Harvest.cfg file and it should work

You go to This PC / Local Disk / Users /
Under User you should see Default Public and your PCs name Select your name in that you should find AppData / Local / Harvest, here you can find the file and delete it. hope this helps. By the way you may have to do that every time if it doesn't work next time

A long time ago someone said just enabling or disabling vsink was supposed to fix it but i cant remember if from game or GPU settings. Its been ages since i played so i forget.
