if you take the electric skills bonuses you need to go more on intell for damage.
the hammer skill and the judgment one are good. i play with controller so the pillar of light is kind of lame to use (because of the range and the fact you need to aim precisely which is not fun on a controller) but with mouse&keyboard its cool.

As far as skills go, I won't give an order, because it's really up to you. But if you're going with Int, definitely get Hammer of Wrath to the maximum. Don't bother leveling up Righteous Hammer beyond 1 point. Hammer of Devotion also nice.
For Mace Swing, everything should be maxed out eventually. Flames of Devotion is really good.
Shield Charge maxed out eventually for extra mobility. Charge Through mandatory, IMO. Armored Assault nice to have, but no more than 1 point required.
Towering Strength and Shining Knight maxed out eventually. Armor of Faith (hey, more Int scaling!) and Armored Grace are nice to have. Battering Ram and Crushing Might I'd say are optional, especially if you're going to go full Int. But since we're splitting it with Str, I'd say take them as well. Superb Constitution can be nice in some areas, but it becomes useless later on, so if you take it, re-spec it around the time you get to Expert / Master.
Lay on Hands is nice, but it's super expensive. A couple points is really all you need, plus Cleansing Touch. Turn Undead is nice, but I'd say there are other priorities.
Lawbringer is awesome, take it. Guilt by Association is also cool. If you take it, don't take Punish the Wicked, as you want the debuffed enemies to live a bit longer so everyone around them takes more damage.
Inner Flame is mandatory, at least 1 point. But what we really want here is the upgrade, Flaming Wrath. This bad boy gives you 15% spell critical chance, which so happens to trigger on Hammer of Wrath multiple times!
Blessed Champion is insane (especially against bosses), although the duration is short and the cooldown long. Both upgrades are good, but one of them increases cooldown by a whopping 15s, which for me was too much, but it has good synergy with Righteous Hammer. Up to you.
Crusader is good in combat and while running around the world. Movement speed bonus is really good. Both upgrades are good, although I'd say you only really need 1 point in Dauntless.
Guardian Angel maxed out, upgrades included. You can consistently trigger this for massive damage boosts with Wrathful Avenger, especially during boss fights.

intel is mana, mana regen.
dex is stamina, stamina regen.
But skills scale on int or str depending on what you choose.
Like str adds damage to some skills, int adds damage to some skills and can add armor with a passive skill. with intel you got more damage overall i think but you got less hp and the armor buff is not that impressive =)

It's mainly to aid your mobility through Shield Charge. You need a decent reserve of stamina / stamina regeneration to be able to charge around and your shield block also eats through your stamina, so it's nice to have a decent reserve. But pumping everything into Int works just as well, especially if you don't rely on blocking that often.
