help with "resistance scouting" and "an order from an order"

been running around for days now, went to every cave, looked in every nook and cranny but lieutenant emry is nowhere to be found... has anyone had more luck and can point me in the right direction?

also to join those sai guys i have to pass a test which has you turn lights on/off to mimic some star sign. absolutely no idea what it should look like... :)

Had issues finding Emry as well, eventually found a skeleton in front of a cave somewhere along the way. It marked complete for Emry found but I can't find the guy to report to. Haven't found the other one yet.

for the star one, just submit anything and she'll tell you that you looked silly, and then you'll fight her instead.

There is a book on one of the shelves in the room where Sai is. In it, if you read the details, it talks about what theories are floating around about Sai's sign. It says there are rumors of a man born named sai with the wolf sign. Another rumor is that the sign is the Fish because Sai is spineless. A third is that Sai changed their sign at the academy. The first one is correct, Sai was born under the sign of the Wolf. You can find this constellation in the menu, under the help section, there is a section called "World" and under that is the constellations, just light the candles in the pattern of the wolf and you'll be good to go!

To get that section in the menu you need a book from the library in Aventurine

has anyone been able to finish the other quest resistance scouting?

i found emrys remains but nobody to turn the quest in. i am guessing it's a failed quest, since failed quests apparantly have no map marker but to fail it you have to talk to the quest npc again (or visit a location in the case of those guys in the cave who wanted some potions).

Proetho is in the town hall. The town hall is the building directly southwest of the church. It is a timed quest. Once I talked to him, the quest failed.

Emry's skeleton can be found outside the cave entrance to the west of Thieves Tower. On the overlay map, it's between the fork in the road and the pink chest on the cliff.

I was wondering about the 'order' quest, didnt know how to do it, met the lady who does the quest who said 'you failed' then turned hostile and i killed her before I even knew what was happening! Doe that break the quest ?
