Blurry textures

Does anyone know of a detailed description on how to fix the blurry textures?
I tried changing the user.cfg file and download some file that was supposed to resolve the issue but nothing helped.

Did you make sure you were in proper resolution? I play on the standard 1900-whatever resolution and it looks fine to me, especially with detail cracked up. But when I start the game, it automatically presets me into 1200 or 1000 resolution, which stretches the screen and makes it very, very blurry.
