Instant max out pack?

There has been currently an instant Elizabeth max out pack for 14,99€.
Why is that shop offer not available for all (not already maxed out character) users?

they are only choosing random characters to offer this. It's not intended to be out for all characters. I assume they don't think they can make much money on Mickey or Elizabeth since they are usually the easiest to max out.

I got Elizabeth level 40 and max out to level 50 pack has not been shown in shop somehow. The event where max level Elizabeth was useful is now finished anyway.

Kristoff max-out to level 50 pack is now there in shop even for me told to be shown for the whole event time. I have that char at level 30.

Kristoff is imho quite generously 14,99€ but now there's Maleficent pack too for 99,99€ which is way too much even I don't have her. Also ranked multiplayer wouldn't be so motivating without need for leveling up rewards anymore.

Max-out pack prices seem to vary depending on current level like 14,99€ if level 30 and 19,99€ for 20 something.

Yeah he was 9.99 for me to max out because i had him at level 40.
It's looking to me like the max out packs probably including Maleficent are based on your current level for the character.

I had all Elizabeth's shards but I only had her at level 36 so it was 14.99 for her.
