you can but you can't race as a single team, you still can complete against each other though

Been having an issue lately where when playing with friends only the host gets into the race and the others are left on the waiting for race screen, kind of annoying.

yup its okay, i mean: if I invite my friend to play with him, if I start matchmaking, we are against each other just as on mario kart, right? so, i'm vs him and also vs the other player online right?

Yes, having your friend in the same party means you both join the same multiplayer session, and play together.

Yeah, the ranked seems to be the only mode with that issue (for me) but the regulated seems to work fine with the both of us.
