The typical or obvious ones, run the game and/or Steam as Admin., check file integrity, turn off the antivirus or firewall and check if the game opens while Steam is in Big Picture, offline mode, and with no internet at all.

That's a FIFA video, but it involves checking the game/app certificate. It can be checked as well for this game and close to that you may also try running the game in Compatibility Mode with Windows 8 or other versions.
Also try removing the folder "%LocalAppData%\Gameloft\DisneySpeedstorm". Removing other files now straight from the directory could also work, by deleting the game's .exe and doing another file integrity check.

Lastly, if you were to contact Support or have already done it with no answer at all, they'll surely answer with the following. Some have nothing to do with the problem or are typical solutions, but hey, that's the official response:
1. Launch the game while connected to the Internet so that you get the latest patch. It will be automatically applied if you don’t have it.
2. Update your drivers.

If you are seeing errors with Visual C++ “C++”, Direct 3D “D3D”, or Microsoft DirectX “DirectX”, there may be an issue with your DirectX or C++ installation.
4. Run the Direct X or Visual C++ installers from the redistributables folder in the game’s installation folder
• ( Default: C:\Program Files\Gameloft\”Game Name”\Redistributables )
5. Check to see if your Anti-Virus program has “Game Name” listed as an exception and try disabling or temporarily uninstalling the program to test if the Anti-Virus software is the cause.
If the game launches successfully after disabling or uninstalling, we recommend using a different anti-virus to prevent future issues.
6. Check your “launcher.log” file located in “My Documents\Gameloft\”Game Name” for errors or indicators of the cause.
7. Generate and review your DxDiag and MSInfo files; DxDiag files show your system specs, and MSInfo files have a “Windows Error Reporting” section showing what is failing if your game crashes.
Worth mentioning, I've tried all of the above and more, all with no luck. Hopefully you can get your game to work without much trouble.
