As someone who played during closed beta, I can say even back then it was already better than any/every PC kart game except for maybe Sonic Racing Transformed, and I think it has a good shot of beating that with the changes since closed beta. Putting the comparison aside, it is definitely the best kart racer to come out since then on the PC, and since that was ~10 years ago that's saying something.
Anyway, you can check out a good bit of closed beta gameplay videos on youtube and see if you think you will like it, and then if you still aren't sure wait until the 18th and check out some new gameplay + reviews to see if it is worth $30 to you. Don't count on it being F2P though, at least not anytime soon.
Not sure if you meant to comment on a different game, or just have absolutely no idea what you are talking about (or both), but Speedstorm is fully crossplay across all platforms.

It also does not support racing wheels on ANY platform, including PC, and even if it did it would be a huge disadvantage to use a wheel for a mario kart-style game designed for controllers.
