It's because they anticipate, in most cases anyway, that THOSE games, Multiplayer and Hotseat, would be playing vs other people. Although your intentions may be wanting to play it by yourself, as possible multiple personalities (I've done that, playing as 4 different factions on an 8 player map, with the other 4 being AI... Talk about SPLIT PERSONALITY DISORDER!!
The developers wouldn't know to expect that? They couldn't expect that, not knowing who was going to have the game, at the time they were developing the game. but moreso, even if they considered the thought (Someone may want to play multiple seats on Hot-seat, and give one seat an advantage but playing by self, we should allow cheats) they wouldn't, because it will still SELL to millions of others globally, and those would also take advantage of the exploit and use it on MP or Hot-seat vs other people.
So. Don't take it personal!
