How to prevent/remove industries?

I created scenario map without industries. I want to keep it like this, but town builds them during gameplay. How to prevent it? And how to remove existing? I have some that are not served for 300+ years, but they just sit at 8-30 production and dont go away

In Settings; Environment; Industries, there is a setting that is labelled: Industry Density.
If you set this to: Funding Only, it will only build industries that you fund yourself.
Some setting will add to a running game, and some only to a new game, and I am unsure on this one as it is a new feature, and have not tested it myself.
