auto scrolling to the top

I have no idea what happened but all of a sudden in the past few days, it scrolls to the top of the map. I can move it down but as soon as I let go...scrolls to the top.

Can't really play

Didn't change anything. Using Windows 10 PC

I use a keyboard and mouse. I hit the icon on my desktop for steam. It opens up. I choose the game, it pops up. I start playing. I don't have a joystick or anything fancy
