How to set scenario to hard settings?

I downloaded Orkney scenario. It's very fun to play map. One issue - it's hard set to easy settings - low running costs, low construction costs, infrastructure maintenance off. I did change settings to hardest, but after I load scenario it's back to low. I can't change these settings while scenario is running.
How do I change scenario settings?

In your save folder there's a CFG file named openttd. Open it and find this line - newgrf_developer_tools = false

If you replace false with true, you should be able to add newgrf's and/or edit their parameters, while in game.

If you wish to know more about editing the config file. Either use your imagination or ask a search engine. (You might want to make a backup, before fiddling with it).

Note that changing NewGRFs or certain game settings in-game can completely break your game. These things cannot be edited in a running game without undocumented console commands for a reason.
