Where can I get Tallow

So far I only received it once as a reward. Now I want to build the soap maker but can not get tallow, I tried the butcher a few days in a row but nothing, Do i make it somehow or where can I get it?

If you butcher an animal you get at least a tallow from what I have seen so far.

So far I haven't found tallow anywhere else. Hopefully someone sells it without butchering.
