Bog witch always closed?

The witch is supposed to be open saturdays from 6 to 11 in the evening but every time I go there its closed, is this a bug?

I think this related to the main story quest. You continue that then it should unlock the place.

She'll randomly be out and about outside those hours. After you return her locket, you'l have access to the house whenever \o/
