Inspection sends you into a battle inside the room. You have to kill the Boss on each Map to increase the Rooms power. I dont know the specifics about it though, sorry.
If I learn anything new from the Strat Guide I will let you know.
I can't help with the Defend question though, since I basically never used it.
you can either use a pyremage or dracosage and give it blitzkreig, vengeful hope, an XP decor, and either a stat growth decor or another stat boost decor, and let it nuke Room sentries/tyrants with their dmg tactics for game breaking levels. At the end of the main story, The Hero obtains a dmg tactic as well, letting you do the same for him/her.
Open Area
Silent Walk (won't be targeted for 3 turns)
Burning Blood (+x uses of field tactics)
Secret Guide (stats down, XP up)
Vengeful Hope (stats up when leader is solo)
And then just go into an inspection and blast whatever enemies you run across. Most of those decors are fairly readily available, if you've levelled up the shop a little you should have access to most of them. The only one that might be tricky is Secret Guide, but you can switch the room to Loki's Fortune instead as a temporary substitute if necessary.
If you want to level other special characters in the same squad, you'll need to drop Vengeful Hope but there are other options for boosting stats, Cat's Cradle being the obvious choice if you're far enough in the NG+ cycle.
Also try turning off Ally/Enemy animations in the option menu to speed up the process, or it will take way too long.
Tbh, i would trade silent walk and burning blood with protein shake and 3rd growth for better permanent gains. If you need another Demon Force, summon a squad with Good News next to you.
welp, time to grind.
