I'd say the best way to go about it is to level up the hero to 9999, create level 1 units, then go through inspections with the decor that boosts HP on level up (as HP is the only one that won't max out from having a full room at level 9999), making use of Demon force to kill enemy rooms without actually fighting (and therefore without risking your low level units).
Then boost the other unit's leader adjustment stat with the RP you get from those inspections and you'll see results quickly enough.
This is what i mean.... I prefer (aka, personal preference, not something "must" or that its efficient) to max out other units (generic), that usem them + hero to max out hero while having the HP decor.
Extra questions of anyone knows
1.Max stats number?
2. Is max stats (except hp) obtained at max level WITHOUT the use of paw day or similar
3. I know that exp is divided, but, if lets say my room has hero + another character and this character is max level, is hero still getting just half exp?
^ These are the stats the hero has at level 9999 (with some extra from using combine edicts with people throughout the normal path, which admittedly add less than a 1000 per stat). As you can see there's no stat boosting decor at all, and no-one else in the room.

^ And that's with freshly bought level 9999 soldiers (they have the highest natural leader adjustment at 12%, but have pretty crappy stats). Again, no stat boosting decor, but if I'd used the Cat's Cradle, the hero alone would be at 80k+ in every stat (depending on the cycle number, obviously).
Max non-HP stat is 99,999, no idea what max HP is.
No idea if a maxed out unit receives a share of the exp.
You're entirely free to level up the way you want, but personally I'd rather do things efficiently.
Thank you! That's what I needed. I know i can focused on HP and not bother with the other stat decors and just use the paw day (for 99.999 everyone)
Any max hp your aware off?
Like, is it even worth doing a lv1 character with the +6 hp to max level?
Leveling from 1 with the HP decor gives a total of 60k HP, thats significant for Asagis as they have around 58k HP at 9999, so you are doubling it.
Thanks you saved me loads of hours with this info. I'll try to not go crazy with any created units in this case.
