Military Base Helicopter Aviation Fuel Pump

How to turn on the power for that? I can't seem to figure out if there is a generator in the map, or if the only way to turn it on is by bring a portable one, which really sucks as they are incredibly rare. You also cant fuel the helicopter by hand, which also sucks.

The portable generator is installed on the aviation fuel pump.
The aviation fuel pump can only refuel the aviation fuel pump.

Likely have to fill fuel tanks with the aviation fuel to fuel the helicopter. Haven't done this one yet myself.

You only have to fill the portable generator with fuel (the normal kind you can get from gas stations and vehicles), then bring it to the back of the military base, end place it near the fuel tank.
Once done, there would be an option when clicking on the helicopter to refuel it.
After refueling it, you can then select the option to leave the city.
