You do have to find a generator, or MAYBE find one for trade at a high trust fortified house.
I found I think 3, but at least 2 in my last run where I put a base in every possible location. And that was on apocalypse difficulty.
So if you keep searching you should find one.
And it should just be lying on the ground in some random location.
EDIT: Just escaped by helicopter! Found a random gen on the floor. :)
Checkpoint=military base gate
->enter->Military base.
When you enter the base check your map. (You can go back to the gate and reenter)
That way you will see in which relative position you can find the helipad.
Another option is to use those guides around the checkpoint, then the military base and you should find the helipad marked on the map.
Then you just need to find the entry point on the military base map.:)
There's usually one (of the 3 present) outside a Hardware store or police station, there aren't very many of either kind of POI so it doesn't take too long to check all of them.
Sometimes random houses have those too.
