Can't equip a shield that has a 18+ shield mastery requirement

I am rank 11, the shield is rank 10, but it also adds it needs 18+ shield mastery. I don't know what the "+" means, but I took some points away from another category to fully max shield (defender, I think, actually), and it still wouldn't equip. Has the red "low level(?)" icon.

OK. I get it. It means I need at least 18 points in the Shield category in an individual soldier's training. I thought it was related to the Skills training.
It would be more obvious if common terms were used. Maybe put a "Mastery" label over the part where you apply training points. Thanks for replying
