I've seen YT videos and tiktok videos of monkes whose camera is anchored in one place, and they can just walk about without it following them or it moving. It's like a movie camera or a spectator mode kind of thing. or even the term free cam could work. i just don't know how to use this. can someone tell me how?

I can confirm it is a mod. The mod is called Spectator Monke and is available in the modding discord.
