Server-Sided Cosmetic Mod?

I was wondering how I would go about finding or making a cosmetic mod that is server-sided (other players can see the cosmetics). I can't find anything on the internet about it, and I'm not sure if that's even possible.

He couldn't have found it, because there was only 1 working SS CosmeticX, but the devs broke the mod and made it so it doesn't work. He is just some kid trying to get attention.
