This means if you drop your bombs from to low an altitude the bomb or bombs will hit the ground or the targets before they have had the time to arm. And hence they will not explode.
If skip bombing the same will happen if you drop your bombs to close to the targeted ship.
For the bombs to explode you need to drop them at a certain altitude so they will have time to arm.
Also remember that not all bombs have impact fuzes either. Some of them are intended for airburst. Meaning they should explode at a certain hight above ground. If tsuch bombs are dropped to low they will no be able to arm nor detonate at the proper altitude. And hence they will fail.
For torpedoes you need to drop them low and you need to drop them slow. If you drop most of the ingame torpedoes from to high they will fail, no matter if you have selected fragile torpedoes or not in the difficulty settings. If you fly to fast when you drop them they will fail aswell. You need to hug the water surface as closely as possible and reduce your airspeed as much as possible, meaning you will be a prime target for enemy AA fire and fighters alike during your final run.
So my advice is to check your drop altitude, check your fuzes and use the ordnance as intended.
