Where do I find legacy DirectX drivers? I always thought the normal DirectX updates cover all DirectX games. I see in game requirements it says DX9 is needed which I am pretty sure I have installed. FSX runs just fine in DX9 mode though I prefer DX10 mode usually.

I'll post a block of text tonight that you can use to edit your configuration file. Maybe that will help.
As for the DirectX drivers, you should be able to find a legacy drivers package with a browser search. Or, look for DirectX 9.c as a download executable. Microsoft ended support for DX9 a couple of years ago and it is no longer included with Windows 10. But as I said before, the other rendering mode Open Glide works better for me -- the DX mode causes GUI freezes and not able to geneate a new dynamic career.
I really appreciate you offering to post the changes to the configuration file, that file I do see. I look forward to getting the game running. This game is literally the only combat flight simulator I never played before and even though it's old I am still very interested to try it.
Find the document named "conf." Open it and scroll down a few lines to the [GL Provider]. You want to change that block to:

How do I access Data Execution Prevention in Windows 10?
Control Panel
Click System and Security > System > Advanced System Settings. On the Advanced tab, next to the Performance heading, click Settings. Click the Data Execution Prevention tab. Select Turn on DEP for essential Windows programs and services only. But make sure you navigate to your Executable file that starts the program and in this case you add this executable to your inclusion listing. In my case it's D:\Steam\steamapps\common\IL 2 Sturmovik 1946\iL2fb (il2fb is 156kb). Delete "Steam's shortcut" to desktop and create your own from the il2fb file. Keep this DEP procedure handy as in saving it in notepad because I've run into the same problem so many times. Weird but it often does work.
So I tried this suggestion and it actually worked!! It didn't work at first just by adding iL2fb.exe to DEP so I added all executables in the main folder for the game and the game works now. You have no idea how happy this makes me
