Report a translation problem
Back before the game was cracked for modding, I think it was possible to fly the bot aircraft online but only from an external view. I may be remembering that wrong though because that was a long time ago.
Correct I remember that as well. But even with the steams default 4.13.4 version one should be able to fly the big boys like B-24 and B-17 so I don’t get the Problem here. Either he has a very old game version or something is obviously wrong with his installation

It’s a standalone installation. Downloadable for free. It’s based on the 4.13.4 version and includes some modded planes including the B-17

Now choose either the links from „Mega:“ or „Mediafire:“ and download their files/parts .7z001, .7z002, .7z003, .7z004, .7z005, .7z006 and the .exe
After you finished the download go to your Desktop and create a new empty folder, call it e.g. „Y-Pack Installation“
Put all 7 Files which you downloaded into this folder „Y-Pack Installation“. Do not extract them while putting into the folder just drag and drop them in there.
And make sure there are 7 files.
Now double-click on the .exe file and start installation. Point the installation-path where you want the game to be installed. e.g. :D/ Games/IL2 1946 Ypack/
after completed go to the root-folder of your current steam‘s IL-2 1946 4.13.4 version and copy your config.ini and the USER folder. Then go to the root-folder of Y-Pack (which you set in the step before) and paste them there (override if asked)
Now you finished the installation. Be aware you have 2 Games of IL-2 now. The one from steam and Y-Pack … they are not the same so just keep that in mind. Now start the ypack game and check the loadingscreen if it says „ypack v1.2.3). To start it go to its root folder and double click on the IL-2 selector
To optimize the game you can now install various fixes from the list below:
In case steam deletes the links, you will find the same List with the links on the Website where you downloaded the files
