you just type in the ip of the server you want, you might be able to find a list of servers with their ips online. heres a site for it: http://il2.com.ru/en/links.php but its down rn, idk if its down forever or not

How about a local game, on my own network? I type in the IP address, port 21000, and neither computer will join. Is there something else that I need to do?

Not sure about direct connect/IP (think I did this once a while ago) but you may also try using Hyperlobby (get it here https://hyperfighter.sk/) to connect to servers or host your missions (you will need to open your ports)
