Game Editor suggestion - low priority
Am aware how far down the list of wish list this is, but that said, just jotting it down so known about.

1. Add race population to non-settled planet

-Mostly for testing purposes, not really 'cheating' or actual real game balance use, I've been settling planets w/ certain races (so I can see how AI chooses races for colony ships)

^^as any empire starts with only 1 race, this makes testing anything rather tedious, to play through game until manually settling the planet, then edit that race to another type.

* Game Editor can change existing race to any other, but I don't see way to insert any population onto existing planet. e.g. have to manually settle planet first, then can edit the race you landed there.

2. System template or Apply to all [planet type] in current system

-doing it one by one is fine, but it can be made lot easier with just one addition -> if multiple of same planet type exists in that system, easier to just edit one - then click to apply that change to all of same type

e.g. when there are 3 blue gas giants, and want to make Argon/Kryton available on all, or 3 red giants = caslon on all --> easier to add caslon to one of them, then apply to all, vs one at a time.

3. Save system edits

-once the star system is tailored as desired, would be nice to save that layout so don't have to re-do it all from scratch the next new game, or recreate another system of that layout in current game, etc

4. Hotkey bind for opening Game Editor

-for obvious reasons, ease of use, etc

5. Allow new orbits to any system

-not sure if this is possible, some good reason it shouldn't, etc - but many systems I'd like to add an outer orbit for a gas giant -> can't seem to be done.

-can click to add the gas giant inside the current existing orbits, or onto an existing orbit, but won't let me click to add new orbit outside the last ring. This isn't always blocked, sometimes can add this outer orbit, but lots of times no (particularly existing systems with only 1-2 current orbit rings)

-would prefer to not add gas giants into interior orbits that theoretically should not exist except brief periods after system formation. e.g. almost all gas giants = outer orbits, not inside closer to star than some metallic or rocky world

These are like maybe a 1 out of 10 in things to do, but on off chance there's a cycle where not enough time to add anything big, but can make small/minor changes...

I don't see that option anywhere on my in-game editor user interface.

If race is present, then it can be changed to anything else, including assimilation values, population, etc.

But if there is none present, there is no buttons to add race that I can see. Where / how are you saying this is done? e.g. what button, method, etc makes this option available?
