erm no ... it is like i said. just exiting and starting the game again and settings are reset. nothing done in between by me.
of course i am not deleting the setti gs or save file either or re installing the fame, i wouldnt asked for help otherwise.
i also dont have an invasive antivirus, i use windows defender.
Hey thanks for the report! Your post is quite similar to one we have on the Matrix forums, so I take it you're the same poster. We've responded to you there with requests for additional information to help us investigate this issue.

but believe me, the whole week i was at least 10 times verifying the game and completely re-installing it once too, even deleting the steam folder.
and like i said, even within the game, when i changed my max fps to 140 then it changed it to 141 after i saved the setting and went back into it (without leaving the loaded game).
yesterday i saw it too that they moved the sound (music) volume by 1 point. small glitch but weird.
