When is it Possible where we can play as Priates and a Nomad Fleets

Playing as pirates is a future expansion iirc but right now you can start as a refugee fleet that has to wander around with a small fleet of ships till it finds a suitable place to plonk down.

how you start as a Refugee fleet

When you get to the government portion of the setup screen choose refugee fleet as your government.

Hmm, might be if you don't have the shakturi dlc and its not showing up. The dlc is more than worth it though.
