Where is the Retrofit Path Button?

I keep finding people mention a way to set the upgrade path of a specific design but cannot find where this is done. I've seen it mentioned it's in the upper right but the only interactive field I can find on the right side at all is the box to type in the name. Everything else is on the left and it's just fleet tactics and components. Where do I set retrofit paths?

Before anyone gets too invested, it's possible that the Matrix Launcher was simple being ♥♥♥♥ and I am going to try and clean install it through Steam before seeking further help. (I think the install may have been corrupted and I couldn't find any file verification option from Matrix.)

The window directly to the left of it? The one with the dropdown?

Yeah, it was the install. Either the version I got via Matrix was super outdated or it installed corrupted or something. With the Steam install the buttons are there.
